S4 is better performance wise there is no doubt in that buy I love the S-Pen feature, it is very handy for noting something in urgency so I prefer Note 2.
But as you are thinking of S4, it would be better if you look out for HTC One.

But it's like if somebody got 15k budget(to get L9), advising him to get a med range device (something Like Burst) + a tab (or save that cash).
