Here are some steps you can follow:

1.Try using CCleaner for cleaning the registry
2. Delete all temporary files by typing %temp% in the search area.
3. Using MSCONFIG, disable all unnecessary boot applications.
4. Remove some applications which are scheduled to start as soon as windows starts.
5. Defragment your C:/ Drive.
6. If the situation is the same, try re-formatting your laptop with the Windows 7 DVD that came with your Laptop.
7. Scan your laptop with a good anti-virus such as Kaspersky or ESET NOD32.

try the steps listed by arjun
also try defragmenting registry
It can also be a virus problem
Try scanning with a good antivirus

I recommend performing a clean install of Windows, It is the easiest and fastest way to rectify the problem

from c cleaner go to 3rd tab. forgot the name. should be startup items. post a screenshot & we'll point to what entries need to be get rid of.

BTW, give a bit of extra info:
1. what antivirus is installed? is it updated? have you scanned recently? removed any system file?
2. have you reinstalled windows? used recovery cd? do you have any other OS?
3. please run HDD checking software like HDtune & check for hard drive errors.

Right now my system started to Restart in LOOP.
Now may be I should farmat it.

Your boot record is corrupted which is evident from your last line. Insert your Windows XP CD and select Repair. You should probably re-format your laptop as it is the fastest and most convenient way to restore the speed and stability.

@jafarquadri@hotmail.com, i suggest you to get the free edition of avast anti-virus and run a through boot time scan.

Also run Hijack this and post the log here.

You will find both the above application in the Digit CD/DVD, alternately you can download this too.
