ended up with a one day ban 
it was my fault.
anyway, while i was banned and when you guys were busy talking about me getting banned , i did some homework and found out some useful information.
NOTE- I AM IN NO WAY PROMOTING PIRACY AND USE OF PIRATED SOFTWARE,ANYTHING THAT I'M POSTING IS JUST FOR INFORMATION PURPOSES. IF I'M BREAKING THE RULES, MODS PLEASE DELETE MY POST AND I'LL POST AGAIN OMITTING THINGS WHICH ARE AGAINST THE RULES. JUT DON'T BAN ME ANYMORE
so after seeing many threads here and there, i found out these thing-
1. going ultra is a luxury as of now until the game is officially release due to some problems which i cant talk about here
2. an i3 can run W_D [most probably due to Hyper Threading] so rejoice [MENTION=105611]bavusani[/MENTION]
3. A high end GPU isn't required to run the game. i've seen posts of people playing on a GT440.
4. the game as of now uses 10 GB RAM to go Ultra, this will be fixed when the game is released.
5. The gameplay is good and the storyline seems preety good too but car ohysics and driving sucks.
6. regarding graphics, the game looks beautiful but object details sucks even when on ultra. so i'll say its inferior to Skyrim with ENB and GTA 4 with IceEnhancer(dont actuallly remember the mod name)
7. The game looks pretty good even on low. and the lowest specs i found playing it was some AMD CPU(some anthalon or penthalon or idk) with 3GB RAM and GT 440. So it will run on low end system too.
There are thing which i cant post here as the rules forbid me to talk about it, so i can't say anything, i'd just say don't try downloading unless you dont have a problem with wasting bandwidth.
I'll upload pics in some time.
