If Its 1900 then the site should show ARM MALI GPU....
IF its 1900G then the site would show PowerVR SGX540 graphics.....

equivalent? well Xperia S is lot better than S2 but is yet to be launched and will surely cost a bomb. your next option is to get HTC Sensation (not XE) for some 23k. this wins hands down against R & matches the Galaxy S2 (G). Go for it.

tablet? well tablet should have a different list. mobiles & tablets doesn't mix properly. also there are not way too many tablets. most are desi ones.

thats the usable ram. Actual RAM is 384MB only but a part of it is used by GPU and some part is reserved......

You might want to try adding Vodafone's Smart (VF858), (a Huawei rebranded phone; some members of XDA have successfully ported CM 7 & 9 (YES ICS!!) on it and its working fine )
Its an android smartphone Check specs @ gsmarena. its available at less than 5k + 2 years of warranty (confirmed that its covered by vodafone) from any vodafone store across country.
Unlocking related info: yes its unlockable too.

It does support ICS with CM9 infact CM v.7.x makes its battery last like 1day+ (i ain't kiddin here;trust me 
)
