Mainly for Photoshop,CorelDraw.

A: 500GB-1TB (minimum 500 GB required)

Note : Even Normal iCore i3 or i5 will do if SB is not possible in this budget

The cheapest Intel system you'll get probably is this. It's highly un-recommended since your friend will use it mainly for editing and similar.

Intel Core i5 2400 @ 9.5k
Intel DH67CL @ 6.5k
Corsair Value DDR3 2x2GB 1333MHz @ 2.3k
Sapphire HD5670 512MB @ 4.5k
Seagate 500GB 7200.12/ WDC 500GB Blue @ 1.7k
LG 22X SATA DVD @ 0.9k
Corsair CX400W @ 2.5k
Cooler Master Elite 310 @ 1.5k
BenQ G2220HD @ 7.3k
Logitech Keyboard/Mouse Combo @ 0.7k
APC 650VA @ 2.6k
Logitech Z313 @ 1k

Total - 41k

No use buying old Intel stuff. They'll cost around the same.

Your friend will be better suited with a mid-range AMD system.

AMD Athlon II X4 635 @ 4.3k
Gigabyte GA-880GM-UD2H @ 4.1k
Corsair Value DDR3 2X2GB 1333MHz @ 2.3k
Sapphire HD5750 1GB @ 6.5k
Seagate 500GB 7200.12/ WDC 500GB Blue @ 1.7k
LG 22X SATA DVD @ 0.9k
Corsair CX400W @ 2.5k
Cooler Master Elite 310 @ 1.5k
BenQ G2220HD @ 7.3k
Logitech Keyboard/Mouse Combo @ 0.7k
APC 650VA @ 2.6k
Logitech Z313 @ 1k

Total - 35.4k

1+ to Gaurav's Config, but XMS3 is just close by another hundred bucks, so consider this too. Corsair XMS3 DDR3 2x2 GB 1600MHz - 2.4k.

@Gaurav: Are you sure APC 650VA can handle this setup, coz few digitians got some problems ?

refer: *www.thinkdigit.com/forum/hardware-q/137591-need-ups-can-supply-upto-500w.html.

Outcome of the above discussion was to go with APC 800VA.

Go for the AMD configuration suggested by Gaurav. It is one of the nest configs which will offer you proper balance between performance and price. This system will be able to play all the current games in decent setting and very good for watching 720P and 1080P movies.
I'm using the BenQ G2220HD for almost 8 months now and really happy with its performance.

Just wait for more 2 months. SB prices will come down and also AMD-Bulldozer processors would be out too.
And then u can decide which one to go for.
