Nokia 5230 & Micromax Andro will come in 7k. or can try Samsung's Wave. but they really don't qualify as a smartphone OS.

But what kind of phone do you want???
QWERTY or TouchScreen or Bar Phone or Slider....
For QWERTY

All Android phones have awful battery life - courtesy: powerful hardware. If you want the real smartphone taste, get the Galaxy 5. Nokia 5230 is a good choice but not that great.

Don't go for the Micromax. Samsung Wave (533 & 525) can also be considered but remember that they don't have 3G.

Peak Oil is real!
If you want a full touchscreen experience... a better user interface than Nokia C5, good browser, but sacrificing a little on built quality, then go for Samsung Wave 525 (Video)

Also look at

Dell XCD 28 (Video)

Spice Mi-310 (Link)

All 3 phones very close to your 7k budget...

Also, Nokia C5 is NOT a smartphone... its a feature phone...

Actually Nokia C5 runs S60 v3 not v5, the Nokia 5230 runs S60 v5. The 5230 can handle most tasks without a hiccup and has decent battery life with a large screen. Also it has GPS, along with A-GPS so both offline and online Navigation are possible.
