honestly mate, you actually don't have much idea about what you are talking. You completely fail to understand the purpose of R&AW and don't even know the kind of stuff they do. Having a pretty fancy and face on ze interwebs makes no difference to me/them.- can be used for the public for direct contact (instead of routing via police etc)
Nicely explained.-- they are not meant for handling any public issues so that we can contact them directly , we have plenty of others doing that
--- they are not all recruit directly from public , they are selecting from toppers of IPS ,NDA,CDS and other expeirnced proffesionals

You can easily contact Police and CBI if you have something important to say.
If any body have any problem then we have Police or CBI officials to contact. But RAW is a undercover agency and it works in the country's interest not every individual's interest. Even if they will have a website it will become a point of interest for the hackers.

But, anyhow, its 2011 !!!! .. Such a great organization without a website makes me feel a little weired.

Yes. And there are many people who help in this by reporting the vulnerabilities if the find any.
I personally did that. Few months back I found 2 vulnerabilities on Mumbai police website by which I could hack the site. I went to Mumbai Police Commissioner office (IT dept) and met the site developers. Told them what is the vulnerability and suggested how to patch them.
They listened to me, patched it and then called me and asked to check the site again. I checked and they had patched the holes.
Some days later I received an appreciation email from Mumbai Police Commission office.![]()
