If you are going to use a dell 22" monitor then you should get a better GPU than the Palit HD4850 Sonic, that would mean another 4-6K. If you don't have keyboard+mouse and if you must have a tv tuner right away then its another 3-5K(?) to the budget. Now if you add the Gigabyte GA-EX58-
UD5 motherboard that would mean an addition of 2K more. So if you want to have it all right away then it takes the overall cost for a Core i7 920 machine, quite a bit beyond your budget of 60K.
If you can wait for another month(till the next pay cheque) to buy the tv tuner and make do with a low cost keyboard+mouse till then, then you can still consider expanding your budget to get a better GPU and the GA-EX58-UD5 motherboard.

The prices I've used are probably more than the actual price, so the real budget expansion should be lower than what I calculated(option #1 may not even require a budget expansion). Accordingly you make the decision whether to expand the budget a little and go with a Core i7 rig or stay within the budget and go with a Core 2 Quad rig.
