5450 is not a good card. Its only good for HTPCs. One cannot game in that card.
Get 5670 512MB. Should cost around 5k.

Then under 4k, i dont think any better cards are available except for 9500GT at 3.2k.
But OP,
whats ur screen size?? Whats ur use basically for???

I think Radeon 5570 costs around 4k.

@ 4k, including a PSU with a quality card is not easy. HD5670 cost 4.5k alone. add PSU price to it, it'll only scare OP. yes PSU is important but lets wait for him to reply.

22" will need a minimum of HD5670 or higher, casual or not. for now HD5450 will work but come Q4 2011, even IGP will zip past it. save some more & get HD5670 (or any equivalent card from AMD 6-series). worth the price.

& yes HD5450/9500GT are no gaming cards. try any (new demanding) game at Full HD on these cards & it'll run @ slideshow FPS.
