Can i get an average of 30fps in GTA EFLC with the following config ?

Must apply latest patches, it gives some more fps.

I didn't played EFLC, BUT in gta iv patch 1.7 did a boost for me.

^^offtopic- Rockstar never delivers flawless performance without bunch of patches cramping up harddisk space..atleast applies to all gta titles after gta 3!!!

I never ever played gta 4

GTA IV/EFLC will mostly depend on the processor. Quad Core and high-clock speed is what you need. Anything less, it will be slow. More CPU bound than GPU bound.

Expect Phenom II X4 955 BE to be faster than Core 2 Quad Q9550.

I am using that card and it don't deliver that much performance.
I think in this game you were CPU limited. You have Core 2 Duo E4400, right?

In the zone
set reflection, water and shadow quality down to medium, and definition off (definition can be toggled with the P key I think), and you can raise the distances a bit. set object detail to medium and object distance detail to medium, and I believe you'll be able to play it on medium.

Apply the latest patch, go to video options and select "Auto Configure" which usually does a good job of configuring it to your hardware specs.

All settings are at medium and GPU usage is around 400 mb out of 1gb available. Yes my game is patched with latest updates. It's a steam game.

It is the GPU in your case.

GPU memory usage doesn't matter. 9500 GT is simply not fast enough.
