i have intel pentium dual core processor E2180 @ 2.00GHz, gigabyte radeon HD5770 and 3gb ddr2 ram. i was playing GTA4 AT MAX SETTINGS and took a bench mark the following is the result with shadows turned very high and shadows turned off:

so, just wanted to know is the cpu making the game lag or the gpu ? since cpu usage is 99% and if I change the processor to quad core processor will I see any change and if yes, to what extent ?
Your processor is a serious bottleneck dude. This game is way more CPU intensive than the GPU. Getting a i5 2400 will increase performance by quite a large margin
