if possible post a screenshot of CPUID HWMonitor after using PC for sometime. if 52 is max then its ok. else get a P4 cooler locally. i guess all stock coolers for P4 & Core2 series are compatible. you can get one locally for 200-250.

irrespective of what brand it is, its better to get thermal paste. else after using for a few days overheating problem may return. you may try cleaning your present cooler & reapplying TIM after cleaning the old hardened one.

@OP- I also have a P4 (prescott), and I must say heating is its natural property :p. The normal temps are around 45°C. Also the fan is noisy. I am also thinking to change its cooler.
@Sam- Any good options fro CM (under 500 including TIM)?

Why didn't you guys purchase AMD Athlon 64? :/ Pentium 4 was one overheating, underperforming and power gulping piece of junk.

reTIM the processor.

Because I didn't know about computers then. And I'm sure that the comp dealers (whole city) would be unaware of "Athlon" (they don't keep AMD). Also I too didn't know about any "AMD" then

there are a few from CM that look like stock cooler. seen one cooling a Pentium Dual Core inside a branded HCL. now its surely discontinued or maybe OEM only.

Yeah I saw some stock looking like CM coolers in shop. Will Arctic Silver will be overkill for my P4?

My p4 temp varies from 42 to 52 degree is it normal

Pretty ok if the room is non-A/C.

you can apply arctic silver but with a stock cooler it'll have minimum effect. may bring down temperature by a few degrees.
