What the laws are for, if it cannot withhold/abstain the people from doing wrong things. Ofcourse, conscience is the first thing when comes in discipline.

I have refrained so far from commenting, but I think that the whole rape situation in India can only be solved by looking at the root cause instead of the end result. Rape is the end result, the crime that a person commits. We need to look at WHY and HOW people come to think that it's okay to rape someone. Something is wrong in the upbringing of (certain) men in our society. Perhaps it's school and the (lack of) proper sex education. Perhaps it's bollywood. Or perhaps it's some repressed anger against women coming from a childhood incident (let's face it, that happens too). Whatever it is, we need to start looking at this from a young age, not think about why 20-50 year old men are okay with molesting and raping.
That's just my view. God knows I have had many angry thoughts towards women for bullying I received in school at a young age. For what it's worth I have controlled myself each time and had a decent upbringing. Many kids never learn that control, nor do they live in a stable and secure society where they can learn the basics of social manners. That's one possible source, that people need to have a good look at.
