And light gaming i m taking medium settings on 1080p so your card will be fine
But still try to get this, it will be very futureproof as my Pentium d 805 still handles stuff well and inbuilt graphics suffied my need for many years and even ran hitman4 at low settings

So this rig would be great and can support the computer for near 7 years (based on my usage opinions though cuz an 4th gen i3 is 10k times powerful than my PC and r290 with 4gb ddr5 is 1trillion times better than my inbuilt graphics of g41)

Brother.. Sorry to say the benchmarks doesnt consider your "so called pc" into picture when you have the oldest possible setup here. Besides, how can you even think of comparing it with the latest configs?

Hello guys, thanks for your recommendation, but I would like to clear one thing again: I am not going to buy a GPU right now. I will upgrade my current graphics card to the latest version after 1 year. So please keep GPU out of your rig, another thing include price of OS within this budget.
Xeon E3 is not appropriate for my build as I donot own a basket of GPU, if current GPU fails any time XEON build will be unusable due to lack of onboard graphics. Remember : This is not a Pro Gamers rig ( I am a light gamer), and this will be used as workstation most of the time.

Lastly guys: A bit confused in between Seagate Barracuda (1 TB/2 TB) and WD blue (which is only available in 1TB. Any recommendation ?

Here I have added 4770K along with Asrock Fatal1ty motherboard which is great for overclocking and comes with very high build quality, high density power connector with 15% less loss, very high end Audio chipset(Purity Sound) and netwaork adpater ( Qualcomm Atheros Killer LAN) along with plenty of connectivity options. Also Haswell processors need better cooling solution for overclocking and that's why 4.8K Water cooler instead of sub 4K air coolers.
Also added 16GB Ram which will be helpful during running memory intensive appliations and the kind of web browsing you have mentioned.
Regarding SSD, added a Transcend 256GB SSD which offers similar performance of a Corsair and Plextor SSD as hey use the same controller but the Transcend one is cheaper in India.

^^ Transcend has worst after sales service so it would be better to go with brands like Corsair / Samsung.

@Op - Workstation for browsing (20-30 tabs together), light Photoshop and video editing, light gaming - just a thought .. I can even open more than 100+ tabs on opera 12.16, 10 in chromium, 8 in IE 11 and two on waterfox while running torrent client, IDM, Firewall and Av on the background - all concurrently on a 955 BE.

Mentioned this cause 4770k sounds to powerful such tasks :D .. anyway, for light gaming do post the name of the games you will be playing but still getting a GTX 760 or GTX 750 Ti is really going to help.
