Wordpress Plugin / Javascript Needed !!

Hi guys...

just started a blog ...

i just wanted to know how to redirect all the links .. ( the external links in my blog.... ie the outgoing links ) like yahoo.com or digg.com something like that ... to pass via a page of mine ... a selected page .. and wait for a certain period , while all the time reminding the visitor that he is being redirected...

is there a way ???

and second request is is there way to show a pop up... or say a javascript popup... i dont know wht to say... but i haveseen it on many sites.. they arent popup .. but a "layer like" small pop-up ...

i just want to show this pop up for new visitors ... or say non members.. or say new ip`s .. only once ...

is there way ..
