Wait a little and increase the budget a little bit say 32-35K and get a SNB rig.

NZXT GAMMA - 2k
Logitech KB & Mouse - .8k
APC 800VA - 3.5k
Benq G2220HD - 7.3k
Seagate 1TB - 2.9k
LG DVD Writer - 0.9k
All the above components can be had for 17.4k.Now you are left with roughly 10k(9.6k to be exact) for CPU+MoBo.Now if I were you I would take topgear's advice. But if you are in a hurry you can go for (strictly within budget):
Athlon II X4 635 - 4.5k
Gigabyte GA-880GMA-UD2H - 4.8k

But if you can increase your budget by another 3k then :
AMD Phenom II X4 965 - 8k or X6 1055T - 8.3k (your choice)
Gigabyte GA-880GMA-UD2H - 4.8k

There are monitors with bigger screen size than 22".

No idea about Microtek UPS.

I guess SNB is acronym of Sandybridge,Intel's latest offering.

SNB stands for Sandy Bridge.. the latest processor series launched by intel. They are more powerful than any existing processors from AMD as well as Intel's previous gen Core i7 like Core i7 950.
The two most well known of them are Core i7 2500 and core i7 2600.

And if gaming is the purpose of the system then 22" monitor like BenQ G2220HD having 1920X1080 resolution is not a good option. HD 5750 cannot play all the current games smoothly in full HD resolution.. it is better for 1600X1200 resolution.
So my opinion is to opt for a 20" display.

My suggestion will be

Phenom II X61075T 3 GHz@ 9K
ECS 885GM A2 Motherboard @ 4.2K (Full ATX, 4 Ram slots (Upto 32 GB), 2 PCI Express X16 @ X16-X4, 2 PCI X1, 2 PCI)
DELL IN2020M @ 6.5k
Seagate 1TB - 2.7k
LG DVD Writer - 0.9k
APC 800VA - 3.5k

total 26.8K.

Total 24.3K

Well the biggest LCD monitor u can get is of 40"
but other options are u can get 24" Dell - S2409W LCD around 12K

and till date as we have experienced APC 800VA UPS (@ 3.5K) is the best budget UPS for PC users
