Ans: this will be my friend's pc. He is on a strict budget of rs 20000.
I was hoping to fit in a 6570 or 6670 in that budget

At your budget, getting a discrete Graphics card won't help much, it will imbalance the overall configuration. SO I'm suggesting you AMD Llano based configuration. I think you know that Llnao is called AMD Fusion processors where a Athlon II processor and a Radeon HD 6000 series DirectX 11 GPU have been fused into a single die. They are extremely good VFM products.

So here is my suggestion for you:-

AMD A6-3650 (2.6 GHz, 4 Cores, 4 MB L2 Cache) @ 6.2K
AMD Radeon HD 6530D DirectX 11 Integrated Graphics
Biostar A55MH Motherboard @ 3.7K
Biostar A55MH Motherboard - A55MH by: Biostar - TechShop.in - Buy Tech
Gskill RipjawX 4 GB X 1 1600 MHz Ram @ 1.5K
Seagate 250GB 7200.12 SATA @ 3.5K
FSP SAGA II 500W @ 2.2K / Corsair CX 430 V2 @ 2.4K
Altec Lancing BXR1221 2.1 Chanel Speaker @ 1K
Frontech/Inte Big Cabinet w/o PSU @ 0.8K
Intex/Supercomp 600 VA UPS @ 1.3K

Total 20.6K. This configuration will let you play all the games with mid setting at 1280*720 resolution. You can also add another Graphics card like HD 6670 later to run it in Crossfire with the integrated HD 6530 GPU.

Vicky, that was typo for sure, but only the price part. I was able to squeeze a 3650 within 20K budget.

i personally dont like FM1 socket config though they are good in that budget yet
u can go for :

AMD Athlon II X3 440 ~3.5k

Gigabyte 78LMT-S2P 2.6k

Corsair Value Select 4 GB RAM 1.2k

Corsair CX430 V2 or FSP SAGA II 500w ~2.2k

Seagate 250 GB HDD 3.5k

CoolerMaster 310 Elite 1.7k

sapphire HD6770 6.5k

Total 19k

Tarun, buddy your configs are good but the problem is you're not aware of the current market prices. Now a days an Athlon II X2 costs as much as you're quoting for a Athlon II X3. 2ndly Athlon II X3 and X4 processors are not available in most of the shops as AMD has discontinued them for Bulldozer.

SO better do a small research about the prices and availability of the components you'r gonna suggest before posting.

sorry buddy so instead of a X3 go for 955Be for 5.8k or 5.9k hope that is available that totals up to 21.5k

or a Phenom II X2 555 BE for 4.4k

What if the budget is extended by 1-2k.
Also, my friend won't need a UPS and speakers, just the core build.

^^ This is out of op's budget. Cilus suggested the best considering op's budget of 20k. There's no way a discrete gpu of 6770's calibre can be squeezed within 20k for sure.

LLano is the way to go and its a 32nm quad core. The ondie gpu is pretty capable as well and thus op's casual gaming & multimedia needs are well covered. Later , a 6670 can be added and internal crossfire can be enabled.:)

The smps is from Costtocost...I read somewhere on TDF that it can handle 6670.

Advice please!

Since you are going for a Phenom II now, time to go with a good PSU too.

Cilus' recommendation was fine for HD 6670 only. :)
