Suppose you have a budget of; say, 60k, then whether its an Intel rig or an AMD rig, the following things will remain same:
4GB ram (2200)
an NZXT Cabinet (2600)
a Seasonic PSU (4600)
a WD 1TB HDD (3700)
an FHD monitor (8600)
total: 21700
That leaves you with 38300 for cpu, motherboard, cooler and graphic card.
Intel rig:
i5 3570k (14400)
MSI is out of India and AsRock has bad A.S.S. in INdia, so will preferably get Maximus V gene (not getting a Z77 board will be wastage of extra cash spent in a k series cpu) (15000)
leaving with 8900 for graphic card. If one goes with AsRock or MSI board, then ~13.5k will be left.
best card in that budget: GTX 660.
AMD Rig:
FX 8350 (11500)
Asus M5A97 EVO R2.0 (7100) perfectly good for overclocking.
left with 19700 for GPU
best chip: HD7950
