regarding speeds on my new laptop

wweeww

Right off the assembly line
I recently purchased a samsung NP550P5C-S05IN

NP550P5C - TECH SPECS | SUPPORT | SAMSUNG

Intel® Core™ i7 Processor 3630QM (2.4GHz, 6MB L3 Cache)
8GB DDR3 System Memory at 1600MHz (4GB x 2)
2 SODIMM
1TB S-ATA II Hard Drive (5,400RPM)

When I transfer many files piling upto 40gb from one drive to another i get a transfer speed of around 30mb/s
when i copy files from my pendrive to drive i get a transfer speed of 20mb/s
initially the speeds are high but after a moment they fall down to the above said.
are these speeds normal ?
what can be possibly wrong and how to fix it.

USB 2.0 speeds are like that. A usb 3.0 based flash drive will give you much higher speeds though.
Your laptop has usb 3.0 ports, so its well worth giving usb 3.0 devices a try.
