The best bet is to hard format the hard drive (takes lot of time compared to a quick format) and install a fresh copy of windows. (Consider using Darik's Boot N Nuke program)
Avoid downloading windows updates (Most of them crap up the system as they are generic and not system specific updates)

The hard format ensures all worms and rats are killed and taken care of, avoiding windows updates ensures you don't crap up the system.

**Before formatting, just do a full scan with malware bytes software, let it run while you sip some coffee and watch it find the worms in your lappy (Again, full scan and not quick scan)**

My lil cousin owns a Dell too (Some old model with very bad config, he starts the laptop 30 minutes before he wants to actually work coz it takes approx 30 minutes to boot and get ready for operating)

Alternatively, you can install some other OS on the system which doesn't consume resources, like Ubuntu or some cloud OS.

Am assuming you don't have multiple anti viruses installed in the system and you aren't using Norton Products (They choke the laptop to death)
