Core i5 2400 @ 10.8k
ASUS P8H67-M LX @ 5.5k
Corsair 2X4Gb DDR3 @ 2.5k
Western Digital 500Gb @ 4k
Corsair CX430W V2 @ 2.3k
CoolerMaster Elite 310 @ ~1.5k (other cabinets mayn't be available locally)
Asus DVD Writer @ 1.1k

TOTAL: 27.7k

local pricing maybe lower. else skip the DVD writer. moreover by mid-April the HDD price should lower more.

Thanks Sam,
Can you please suggest 2-3 some alternate combination of Processor+Mobo.
So that I have some bargain power. Also I was wondering if I get a mobo with 4Ram channel and a 5.1 sound system capability. As I simply plan to upgrade Ram if the processing is slows down. :) At least save some electricity.

For Processor and Motherboard, also have a look at
AMD Phenom II X6 1090T @ 8.8K
Asus M5A88-M @ 5.8K.

Rest are same as Sam suggested. Suggesting AMD Phenom 6 core due to its multi-tasking potential and better VM support.

within 25k? then you'll have to look for Phenom II X4 955/960T and choose the motherboard Cilus suggested. This will allow you to grab speaker and other missing stuff.

Yes, I realized that the budget not sufice...
I am ready to add up 15K to the existing budget to get the job done.
These got fixed:
Corsair 2X4Gb DDR3 @ 2.5k
Western Digital 500Gb @ 4k
Corsair CX430W V2 @ 2.3k - Upgrading to GS600 (Please suggest if I am wrong)
CoolerMaster Elite 310 @ ~1.5k
Asus DVD Writer @ 1.1k
So overall I will have roughly 20-22K for mobo+procy
I was looking at AMD FX8150. *8MBL2+8MBL3 sounds good. Can somebody enlighten me. If I am running this for 5-10 days for 80-100% load I hope proccy will not fry, under normal weather and light-out environment-no fan -no ac. As this is a big condition for me.
Thanks for all your support.
Open to all alternative.

amd current FX series is not at all recommended if your main concern is power usage/temp as phenom II offers better performance at lower power/temp.in my opinion running 24*7 is best with intel processors because of lower power consumption/temps especially with an aftermarket cpu cooler.
