He just wants to watch HD movies and listen to music. So instead of suggesting an expensive graphic card and processor, you'd have suggested a better display and speakers.
@op: Suggest your friend to get a pc for 30k to 35k(it would serve the purpose mentioned above) and a ac for the rest of the money.
No point in going for a p67 based chipset with a non k processor. Better go for h67 or h77.
The config I suggested you is best suited for movies. Just change the graphic card to Sapphire hd 7850 OC version @ 16k , mobo to Asus M5A97 @ 6K and processor to AMD 960T @ 6k. This would be the coolest config at your budget.
