^^^ Yes you are right, UnRAR is just like WinRAR and compress to that amount. He can also try Uharc. It has got much improved compression techniques.

^^its PAQAR 8 , but since its command line , not good for users , winrk is higly UI based and great options in it , moreover it supports rar and otehr formats for decompression too .
