Dell E228 would come in around 15K as its quoted price is 14,478
Then there is Dell SP2208WFP with all, webcam and other inbuilt functionalities, quoted price Rs.16,500

The above 2 are real good monitors, but you need to increase your budget for them
Around 12K, there are
LG-W2252S - good model without DVI port
Samsung-2243NWX - Good model without DVI port
LG-L226WTQ - Good model with DVI port
Samsung Syncmaster 2232BW
Samsung T220 - no DVI port
Check if in local market you can get the above Samsung monitors or LG monitors if available in the local market or not also check if there are T-series Samsung monitors available, Tseries is he newest release and are real good.
If you can get T220 then its a good buy in the give range otherwise if you increase budget then Dell is what I would recommend.

AFAIK 22" Dell is for more than 14K. For more details, visit these links:

Man.. I was stunned when I see ppl confidently saying that 22" is now available at 9K ...
bcz few months back I bought 22" proview something near 15.5K including tax..

I did considered dell etc. before buying but Dell was taking too much time to deliver and other were not available hence had to settle for Proview...

Well.. Proview is good one but their dead pixel policy is bad.. hence I do not recommend Proview.. go for only those who give better dead pixel replacment policy..

So.. before buying any of the Monitor.. do check their policy about dead pixel and replacement.. :)

I also had asked for same question here in DIGIT fora bfore buying my 22" and no one gave me good advice. now a days.. I feel like hate for digit fora.. ...

ppl not co-operative here anymore as they used few yrs back ...!

PS .. here are rates of new dell Monitors in India :
