Please check the stickies. There's a whole thread on list of linux users groups in India. I have even given the link to the thread recently.
Anyway Pune has PLUG.

one day surely i will create my own LUG for sure
but for that i to form a cult, suprisigly i haven't any one using linux in my area expect people who do it out of completion
