Is my C.P.U holding back?, need new PSU

Right off the assembly line
My current config(very old) is
Intel E7200 OC'ed @ 3.32 GHz
Zotac GTX 465(stock)
4 gb ddr 2 667mhz
P5GC-MX (FSB 1066)
and a cheap zebronics 700w psu(35 amps at +12v rail)

when i play any nice game like dirt 3 on ultra settings at 1366*768,I get 38 to 45 fps but i saw a video in which the same gpu gave 50+ fps. Is my a bottleneck to my gpu? if yes then can u suggest me a cpu from 2nd gen core i3 and a non sli MB? What would be a good PSU under 5000 cause' i got trolled from a dealer as he sold a zebronics psu to me saying it could easily handle the load of my gpu.

U can buy the Intel Core i3 2120 for around 10k with the AsRock H61M U3S3. And you can get the Seasonic S12II 520 for around 3.5k which will be more than enough for this config and will serve you even for your next upgrade.

thanks for the suggestions bro:mrgreen::hyper:.It would really a very nice build(after the new and awesome parts), but will it matter if I go for core i3 2125? Any change in power requirements? I wonder if my current psu would handle this for 2-3 more months cause' I need a bit more time to build up funds. hey I got my gtx 465 for rs 7250. Was that a good deal?

Get the following for gaming:

i3 2100 @ 6.8K
Gigabyte GA-H61M-D2H @ 3.2K
Seasonic S12II 520 @ 3.8K

It is more than capable of handling all the games. No need to spend 10K on the CPU.
