Help on AMD 890GX based PC

Help me in configuration

PC is for server/client programming/application development
Location : bangalore

Phenom II 1055T is chosen

1) Price difference between GA-890GPA-UD3H and M4A89GTD PRO/USB3. Which one is reliable and value for money?
2) I am not planning to buy dedicated GPU but going to use inbuilt 4290, which psu is power saver and reliable?
3) Is there any SATA III Hard disks(Not SSD) out there in india ? or Which would be ideal SATA II Harddisk (1TB or 2TB)
4) Which would be the cheap and best case?
5) Recommend value for money RAM:- DDR3 1333 or 1600? which brand ( 8GB total)
6) Recommend any power saver (LED backlit preferred) 23-24" monitor (Is LG W2486L Available here? vs Acer S243HL vs Asus MS238H(Available?))

<50K looking for value for money

Proccy: AMD Phenom II 1055T.
Mobo: MSI 880G (model no not sure) or get Gigabyte. don't get Asus board. they have memory issues. can go for 890GX but won't get a huge increase in performance.
Ram: Corsair 4X2Gb Value or get Kingston if Corsair price too high/unavailable.
HDD: WD Green 1Tb (can get 1.5Tb also) X1. 500Gb blue X1 (OS drive)
PSU: Corsair VX450W (robust PSU)
Cabinet: your choice. my choice is CM 690 (old one). cause its server. good cooling is necessary.
Monitor: Benq's LED series. Acer have a few. but availability will give you big headache. or get Dell IPS panel monitors.

Finally Brought Asrock 890GX Extreme 3 Phenom II 1055T OCZ DDR3 1333 Gold RAM 4x2GB NZXT Gamma Corsair CX400 Acer S243HL LED Monitor NZXT Gamma's fan is making noise. is this normal? I want to overclock to 4GHz Which cooling solution is cheap and best(and safe)? What about HyperTX3? or anything better?

^^ try a poll here why peoples avoid Asus. you'll get more than 50% who avoid Asus. reason is all kinds of faulty & buggy peripherals in their mobos (not graphics card). ram slots, heatsink, sound (VIA Audio sucks), video (AMD IGP are bad in a few boards from Asus), USB, etc. the list just goes on & on. and yes if you using Asus & not facing any fault, just consider yourself lucky. try one of their 5k+ boards for AMD/Intel. and theres every chance you'll find yourself in a pothole. also Rashi is best distributor/service center. they offer NO help.

Gamma's fan maybe loose. take it off & refit it.

for cooling, TX3 is basic cooling. not for OC. get something good. like 2.5-3k cpu cooler. also to hit 4Ghz, you may have to raise Vcore (proccy voltage) to 1.6V. this is very high. so limit yourself to stock voltage & try your best shot. i saying this cause at high voltage suddenly your proccy may die. no need run benchmark. Intel proccy usually lies at 1.45V only.

"Any particular reason for avoiding Asus ? " For me : Just 2500 Rupee difference.... But few others were pointing out on memory related issues. Blaming entire asus brand motherboards is stupid ... Any particular reason for that? How much cm hyper 212 plus will cost? Is it very much advanced than TX3?

@Sam Shab Is Hyper 212+ a good choice? If so how much i can overclock stock voltage? prime95 was giving some hardware error when i did overclock without any cooling.. What is the right way to find out safe and best way oc clock speed? At stock volts what could be best bet? its Phenom II 1055T.
