The budget you mentioned, AMD is the based solution for you. They will offer better performance and tremendous Value for money at this segment. The Intel Core i3 and i5 processors are highly over priced.

My suggestion will be

Athlon II X4 635 2.9GHz @ 4.8k
Biostar TA785G3 HD @ 4.3k
Kingston 2 GB DDR3 Ram @ 2.4k
Seagate 500 GB 7200 rpm HDD @ 1.75k
Zebronics Reaper Cabinet without SMPS @ 1.7k
Gigabyte 80 Plus Active PFC 460W @ 2.2k
LG 22X SATA DVD Writer @ 1k
Mouse & Keyboard: Your Choice @ 0.6k
A.O.C 19" monitor @ 5.5k

Total 24.25k.

It is overshooting your budget, but believe me it is a very balanced solution and you won't regret to spend the extra 2k. You are getting a Quad core processor, so multitasking will be great. The Motherboard is having ATI Radeon HD 4200 (DirectX 10.1) IGP with dedicated 128 MB DDR3 side-port memory, so watching movies or high Defination (720p or 1080P) will be fun. Even some gaming is possible in lower details. Coding is not at all any problem

At your budget, getting a LED or big screen LCD is not possible. But AOC 19" is one of the greatest budget 19" display. I personally own two (19" and 17") and give you 100% positive review about it.

If you still want to reduce price, then opt for
Athlon II X3 435 2.9GHz @ 3.5k. It is a Triple core processor.
