Three things
1. We do not know exactly what happened. So can't blame Govinda blindly.
2. This happens to many actors. Remember SRK, Anupam Kher - similar issues ? Happens with a lot of actors.
3. Being a celebrity or big actor does not give him any right to beat him someone or slap him. First he need to contact the police or any security personal, second, a lot of kids and younsters are his fans, so hes a role model for many. So he has more responsibility towards them and towards the society.

He may be nice to you, but that does not mean that hes nice to all. I am not telling hes a goonda or someone. Actors may be nice to people whom they meet for just few minutes. So we can't judge their character just by that incident.
Two incidents I remember. One about Rajanikanth the Tamil superstar. AFAIK hes very nice to all especially poor. I remember he did pose for photos with many of his fans who are riksha drivers etc, without even caring his dress of his position.
Second one about the malayalam actor Jayaram. One of my cousins were on a trip (from their college) and they met Jayaram in a place. They were big fans of him and wanted to take a photo with him and to get an autograph. They were scared of asking directly, so they asked their teacher to please ask him. The actor very frankly told the teacher he is not at all interested to take pictures with such beggars !! Yes, even the teachers were shocked.
Oh well, things happens..
