Budget Tablet or High end phone: What to Buy

I am confused between buying a budget tablet and motorola defy, both are having same resolution, in fact motorola defy has a little bit better resolution but Screen Size is 3.7 as comaparing to Budget tablet which have 7 inch.
So tell me the better thingto do. My budget is Rs.15000.

My Priorities are Internet Browsing,Music Listening.
I hate Gaming. Camera is not necessary for me either in tab or phone.

Viewsonic ViewPad 7e 7-Inch Android 2.3 Gingerbread Tablet isa budget tab. tell me what will be better for me. I am still prefering Moto Defy which have same resoultuion as a Budget Tab has.

I have never used any touch devices so i am a bitcareful to buy it
Tablet under my budget having the same features what a Highend android phones are having. for example: Motorola Defy(froyo 2.2.) has 854x480 Resolution with 3.7 inch size screen and other tabs are having Android Eclair and froyo with 800x480 with 7 inch screen.
so where i will get better web browsing experiience. better resolution in phone in smallsized screen will hurt my expectation of good browisng.
