I don't think he would consider that. He is already trying to squeeze it all within 25k

yeah but 4th gen isnt worth it if he is buying a gpu,imho a 3rd gen + dedicated gpu should suffice and be a better deal in terms of power and price and turns out cheaper if he buys the gpu later
plus 3rd gens run cooler according to reports
if he is willing to spend the extra difference , 4th gen is fine

yeah or even a i3 3rd gen with a low end gpu like the HD6450(dedicated is always a pleasure,despite HD4000 being powerful)

no need to go with already EOLed products. you will find difficulty in finding a motherboard ,say,after 2 years. so if something happens, then be ready to change both cpu+mobo.so always choose latest generation cpus.

yeah but lesser heat and same power + great price and even if u take the latest socket its very rare to switch to a new cpu on the same mobo, itll be time to buy a new pc by then
