Below 15K pc reqd for downloading/internet surifng

Right off the assembly line
Hi,
I need a pc which will strictly be used for downloads and internet surfing only.
I don't need a monitor since I intend to use my LCD tv as the monitor.
Please also suggest sites/places from where I can get tips to assemble my pc. I want to do it myself.

1. What is the purpose of the computer? (Note: If you are planning to say multimedia, you will have to be more specific as all types of systems are capable of doing that)
A: Downloading, surfing the net.

2. Are you open to alternate ideas/products giving similar better performance but offering more VFM/ sellers? If not- why?
A: Yes

3. What is your MAX budget?
A: 15K

4. Planning to overclock?
A: No

5. Which OS are you planning to use?
A: Windows/Ubuntu

6. How much hard drive space is needed?
A: 200GB

7. What resolution will the screen run at & whats the size of the screen you want? If you already want have one and want to use it, mention its resolution and size.
A: 22" LCD tv

8. How would you rate your hardware knowledge from the count of 1-10? (1 being the lowest, 5 being you are somewhat in sync with the current performers and 10 being the highest)
A: 3

9. Have you ever built a desktop before or will this be done by an assembler?
A: No, want to do it myself

10. When are you planning to buy the system?
A: this weekend

11. Are you one of the types looking out for "future proof" configurations?
A: No

12. Are there going to be any components that you don't want to include in this new rig? If yes, do mention.
A: monitor, speakers

13. Which city do you live in and are you open to buying from shops from other city/states?
A: Kolkata, if online yes.

14. Mention any other points if deemed necessary
A: The configuration should be stable.

Please suggest!!!

As OP has asked below 15K and the req. are downloading/internet surifng,

AMD Athlon II X2 250 - 2.7K
Asus M4A78LT-M LE - 2.7K (With these the total is 13.7k)

will do the job.. Still the above suggestions are future proof... Its upto OP to decide..

P.S : rest of the components as suggested by d3p5kor...

Asus M4A78LT-M-LE - 3000

AMD Phenom II X4 840 is priced around 4.8K, not 5.6K. At 5.6K you can get a Phenom II X4 955.

FSP SAGA is not available in Kolkata and currently most of the Online shops are not having it. So replacement is Corsair CX400 @ 2.3K.

There is no use having a P3 rig if it cant keep running at good speeds. ALso I have seen people face quite a few problems with P3 rigs. My cousin cant burn DVD(he can burn CD)

So dont buy a P3 system now :)

Right off the assembly line
I must thank all of you for your splendid replies. All of them are wonderful and helpful.
I have a hitch in buying non Intel products. Till date I have had 2 desktops, 3 laptops. All of them have been Intel.
The desktops ran on Intel motherboards and processors.
So precisely, I have never even gone close to buying an AMD/ASUS combination.
Could you please give me some confidence on whether I should go for the Intel combo or the AMD/ASUS combo?
Apart from price is there any other significant difference?

AMD is just as much reliable processor as any other Intel.

Asus is much more feature rich and reliable than Intel's (BORING) motherboards.

Also AMD option will give you a very good future upgrade plan for proccy as the same Mobo can accommodate any AMD starting from Sempron to Phenom X6 1100T.

Personally used AMD+Asus Twice & they were great.

I believe if its just for downloading and surfing old used pc is fine. If you want one let me know its more than sufficient . You can save some later building a gaming rig.
