Laptop not booting. Help!

Okay, I'm not sure whether to post this here, but since the problem is in a laptop, I thought it would be okay. A friend of mine bought a Dell Inspiron 15 about a week or so back. It worked perfectly back then, but today it got stuck in the boot screen.

When he starts it, it shows the boot screen, then switches off, then again shows the boot screen. Keeps repeating. I have no idea what to do. He tries to restore previous settings, but even that doesn't work. Is this some sort of a virus? The guy is freaking out and I'm not able to understand the issue.

Could you guys help me help him out a bit? If there's any extra info needed, plz let me know. I'll ask him ASAP. Thanks!

Looks like some sort of virus. Try restarting in safe mode, and restoring the laptop. Otherwise, If you have the windows installation disk, then try booting from that and fixing the startup or restoring the windows to a previous time.
If any of the above doesn't work then I guess you will have to reinstall the OS.

Do you get any sort of "Beep" sound from the notebook ? Usually this means a fault in HW. {except the normal boot-up beep.}
Apart from that it would be helpful if you can mention the specs. of laptop , and give us some information , ( about any sort of errors/Blue screen of Deaths } received prior to this .

Yes, I shall ask him and get to you shortly. But as far as I know, there is no beep sound. :/

Beep sound means there a problem with the RAM of the laptop

First try removing your Ram and reinserting it in another slot,

If still not fixed, then read on...
If you can access boot order menu from BIOS (pressing F10/F2/F8/Esc) then boot in with a window 7 installation/repair disk. Select Repair your computer and select Command Prompt option from System Recovery Options screen adn type following commands:-

bootrec.exe /FixMbr
bootrec.exe /FixBoot

If still not fixed check if your active partition(Mostly C:) is marked active using DiskPart.
