Custom Thumbnails on youtube

Is Custom Thumbnails on youtube a free option or is it a paid option.
recently i uploaded a video but im not able to give it a custom thumbnail!and it says that my account doesnt support that feature at the moment(int the " account settings" tab).
How can i overcome this problem?Pls tell me?

it's a free option, AFAIK you need to have a certain amount of videos uploaded, and your account verified acc to youtube guidelines, here's what my account looks like:

How many videos should i upload and how to get my account verified acc to youtube guidelines?
my acc is missing the green dot at the custom thumbnail part.

If your account is older than 30 days and is in good standing, you may have the ability to upload custom thumbnails for their video uploads.

and also, you need to have a youtube partner, upload good content and you'll be youtube partner verified (just as it's written in my account screenshot).
Also monetize atleast one of your videos..

yes it's free, it can actually help you earn some money if your video got some good no. of views...
just click enable monetization while uploading the video, and if it doesn't contain any copyrighted or objectionable material, then it'll be monetized...
