Incredible S is an awesome phone but it doesn't comes in your budget, but if you can find it for 17-18k then just grab it.
Apart from that Neo V and Sola are good options for you.
One V has some software issues so not recommended.

Ok will get Sola, dropping incredible s out of the list because of somewhat old hardware
BTW how much better are Xperia P and HTC Sensation than Sola in overall experience?

@Nilesh Battery backup of sony phones both sola and P ais bad. Xperia P has the worst battery backup in all dual core phones, only 5 and half hrs 3G taktime. It's good for a bright display and sharp camera.
On the other hand HTC One V has excellent battery backup with 10 hours 3G talktime. But it is a simple dual core phone performance is like old galaxy s1.
Sensation, incredible s, desire s all are discontinued officially by htc.

Xperia P is better than Sola,
Sensation is also very good, though the display is exactly same as Incredible S, it is just a lil bit bigger.I haven't compared it with Xperia P so can't say.

@Nilesh

With the Xperia P you get a bigger and brighter screen, Full HD video recording, 8 megapixel EXMOR R sensor and much better image quality, 1 GB RAM, better multitasking, better build quality due to the aluminum unibody and better design.

Get the Xperia P. It has no worse battery life than Galaxy S Advance. Battery life improves considerably after 10 days or so. On par with any other Android device.

Well its pretty good, and everything depends on usage, if my data service of wi-fi is on then it decrease drastically and that happens with every tab and phone.But overall its pretty good.

Yes! Though keep in mind audio quality for music is quite poor on the SII.
Also make sure its a GT-I9100 and not GT-I9100G.
