1. The most obvious culprit is a malware. Do a boot-time scan or scan using a rescue/Live CD.
2. If your system's CPU spike is constant, the software at fault probably loads when Windows boots. Open msconfig, go to the startup tab, uncheck suspicious options one at a time, and reboot until the problem stops.
3. I have also seen this kind of spike due to an incorrect driver in a friend's PC. If that is the case, rectify it.

For Viruses use Avast Boot Time Scan.
