What is Unlocking of cell phone? why it is use?

pls explain to me, What is unlocking? What it does? Why we want it?
we r Giving our IMEI no to other it is safe?
lots of Qs in mind pls answer & explain it to me

IMEI is the unique-id given 2 each fone...when they r developed...

unlocking means unlocking some new features such as possibility of using any
SIM Card....such as "iphone unlocked"

e.g: suppose if a hacker somehow makes a CDMA fone compatible with
any SIM card....then its called unlocking dat fone....get it...

no now features are unlocked. unlocking just enables you to use your phone with other operator's sim card. you cant make a CDMA phone comatible with gsm they are different frequency and different spectrum
