yes a competitor to radeon 7850, but only just yesterday saw it go past radeon 7870 on a "gaming evolved" game bioshock:infinite on guru3d.com @ 1920x1200 but only with fxaa. nvidia is really making some very good optimized drivers, amd should fight back with "never settle 2" performance enhancing drivers.
also i would like to add that radeon 7790 is very power efficient (85w) than gtx 650 ti boost.
13k is too much .. should be priced around 10-11k to compete with HD7790. This will in turn reduce the price of GTX 650 Ti around ~8-9k and will compete with HD7770.
