To utilize the potential of an unlocked Intel Processor, you need a good Z77 chipset based Motherboard. My choice is Asus P8Z77-VLX. Normally the sub 9K Z77 boards lack the quality for tweaking and go with the Asus or Gigabyte Motherboard instead of MSI.

Sorry for ignoring the detains, was a bit pissed off

Here is the config:

CPU: i5 3570k (14000)
motherboard: msi Z77A-G45 (9000)
GPU: Sapphire HD7870 2 GB Vapour-x (17000)
RAM: G.Skill RipkawsX 1600 MHz 4 GB x2 (1700x2)
PSU: Corsair CX500v2 (3500)
HDD: Seagate Barracuda 2 TB (5500)

total: 52400

If you want, you can opt for single 4 GB ram instead of two 4 GB rams.

Now, for the reason of opting HD7870 instead of GTX 660 is here AnandTech - Bench - GPU12

can i go for a hd 7950??

No, HD7950 is out of your budget as it costs about 22k.
But, here is what suits you well:

CPU: Intel Core i5 3570k -13500
Motherboard: Asrock Z77 Pro 4 -7500
GPU: Sapphire HD7870 2 GB Vapour-X -16500
RAM: Corsair Vengeance 4GB 1600MHz -1500
PSU: Corsair GS500 -3500
HDD: WD Black 1 TB -5500
Cabinet: NZXT Source 210 Elite -2900
DVD-RW: Asus 24B5ST -1000
TOTAL:51900.

since the board you are using uses 4 phase power design for cpu
so if you want to overclock then i will say go with i5-2500k and hyper 212 evo instead of 3570k

Why go for an older CPU? If budget is the problem, then OP can go for i5 3570 now and get a cooler next month by saving some money.

because op can get more performance after overclocking these chips

as the board is equiped with only 4 phase power design for cpu so overclock of 3570k will be less than that of 2500k

3570k is only 5% more powerfull in ipc but costs ~2k more which is not justifiable for 5% performance increase

Instead of getting the standard 7870 2GB models, the OP can opt for the Sapphire 7870 2GB XT which is based on tahiti instead. Its basically the same card as the 79xx series just with some cores cut out. Its performance comes excruciatingly close to the 7950 on stock and it can easily match a stock 7950 when overclocked. The thing is that I am not sure about its price and availability but it should be around 19-20k IMO. Its a good middle ground between the standard 7870 and the 7950, leaning more towards the higher performing one.

You can also consider Bitfenix Merc Alpha within the same price range. It has some very nice reviews and its build quality is excellent.
