Using monitor as a TV

I wanted to buy a LCD TV but not having a big budget i was thinking of a 26" one. But the problem is, it si almost impossible to find a full HD LCD TV in this size. And as always, TVs are overpriced as compared to monitors. So I thought wouldn't it be a good idea to get an IPS panel monitor and use it as a TV considering that it's not very difficult to find a set top box with a VGA (D-Sub) output.
But the problem is, I'm not able to find any monitor of 26-28" size. I got one at lynx-india, but that is way too expensive. I'd get a 32" TV at that price.

So my question is
1. is this a good idea, using a monitor with a set top box
2. If you say yes, then please suggest a monitor if you know about any.

My budget is around 25000 for the TV (not including st top box)

You can get an hd ready monitor. Since hd broadcast in india is limited to 1080i only so an hd ready monitor will be enough. Also all the channels in india supplied by dvb are in 4:3 aspect ratio. So a 16:9 display makes people look fat. Only hd channels are in 16:9 aspect. Currently tatasky offers hd channels at like star plus hd, nat geo and discovery all for 30bucks per month. Also you will need hdmi cable to view hd content and the display has to be hdcp compilant(not sure but is there in other countries) you cannot use vga since satellite receivers don't have that. You best choice is to get an lg tv monitor but i don't know what is the max size of the screen. 21" and above models are all full hd. Hd ready tv's are cheaper than their full hd counterparts of the same screen size category.
