USB not detecting in Windows 7

Right off the assembly line
A few months back my SMPS crashed and blows up my onboard sound. I replaced the SMPS and bought a new sound card(USB was working well then). Now my USB drives are not detecting. My primary inference is the defect in the motherboard caused by the SMPS failure. How can I fix it...?
MY PC Config.:

* Intel 945 Chipset
* Intel Core 2 Duo
* Ubuntu 10.04/Window 7
* 1 GB DDR2 Ram

is USB working in Ubuntu?

firstly which PSU were you previously using and which have you bought now? a good and efficient PSU is always needed.

you will perhaps have to go for a new motherboard now.

Try different devices and in different ports. If it works, stick to that port.

If nothing works.. (this may sound hard) Time for shopping.
