Upgrading machine, need advice

Right off the assembly line
Hello good guys, I need some help. Follwing is my current system config :

Athlon X2 4000+
2 GB DDR 2 Ram
XFX 8600 GTS.
iBall Grabit cabinet + 400 W SMPS.

Now my current system has issues. It shuts down moments after starting. Well I am fed up and since crysis 2 is on teh corner, its time for an upgrade . I ahve deiced on :-

Phenom II X4 3 Ghz
4 GB DDR3
Raedon 6850 / 5770
Corsair VX 550 or GS 600

Questions :

1. cant decide on the SMPS. well I understand both are good but am I spending too much ? I mean, can i afford to go for a cheaper PSU ?
2. I plan on keeping my case. will the card and psu fit in it ?
3. My UPS doesnt give any backup. Can I afford to continue with it or time for a replacement ?
4. I plan to use my 8600 GTS for a while and wait for the price of 6850 / 5770 to go down. I hope it will run on the newer mobo.
5. Waht is bettter ? 2 x 2 GB ram or 4 x 1 GB ?

Any other suggestion is appreciated.
Thanks :D

get Athlon II X4 paired with a 880G board (8-8.5k)
2X2Gb DDR3 from Corsair (2-2.2k)
HD6850 + VX450W (Backup: FSP Saga II 500W)

also get a new cabinet if you can afford. the new card & PSU should fit.
about UPS, APC 800VA will offer good backup. 650VA may have problem handling the rig.
