silent and power effecient gpu within 3k

Looking to buy a gpu for around 3k .
But I am obsessed about having a quiet PC . So my gpu must be a quiet and low power consuming gpu . recommendations?

look for xfx hd4650 512mb around 3k. it is the best entry level graphics

can you give your present (or future, if going to buy) system specs? will help make your system a silent one.

for graphics card, HD4650 maybe from Sapphire have one with passive cooling (no fan). check it out. else you can opt for HD4550 fanless.
