anything with pre-loaded money is kind of debit card.i am assuming this foreign travel card is also linked with some bank account & will only allow transaction as long as there is a balance in that bank account.

Only advantage is that he wont be charged currency conversion money on each transaction.

^^ My Axis Debit Card also don't charge the conversion rate at real time(time to payment) But after some time they'll charge the conversation rate separately. So you need check your statement to know the rates for debit cards

Amount is stored in the Indian account. When making a transaction, the exact currency conversion rate(The rate shown in google search) is applied.
