PC not starting up!!

Hi All, i am posting a h/w query after long time ... one my friends PC just stopped working, when i checked it i found only CPU fan runs but there is no RAM beep, HDD never warms up. PSU fan is working but nothing else.

I removed the RAM and started the PC still no continuous beep for missing RAM?

Any clues what is not working? I think its PSU?? Is there any change MOBO being at fault? ( There is one Hex clock on MOBO which shows FF , so i think MOBO Is working fine but not sure)

amd what's the system configuration? Does the setup have a speaker buzzer to give that RAM beep?

Its 2.1 GHZ AMD Athlon processor. I dont remember the MOBO name. It used to buzz before while booting up so i guess it had the buzzer.

Most prolly it is due to problem with PSU or RAM.
Need the total config of the system before suggesting any solution.
