OP doesnt need the monitor, so that 5K could be used towards getting a better config. And i think you mean "w/o PSU" with the Bijli

Everything else is ok. Just change the CPU and Motherboard to:
Phenom II X6 1090T BE @ ~9K
ASUS M5A97 AM3+ @ ~6.5K

The total would cross 25K by a bit. So you could buy a standard DVD writer from LG for around Rs. 950 and reduce the total by a couple of hundred rupees. Your choice mate

For a tight 25k budget for a config that'll be mainly used for photoshop and other multimedia, has to be balanced. For your work, a cheaper system can be built and its more than sufficient for your work. I would recommend you to go for amd's llano based config.

Have a look:

my suggested config is Rs.4000 more but also much more performing because of a 4 core processor based on a newer architecture which has a high chance of being unlocked to 6 cores & a more powerful graphics card.if op does not want to spend extra 4000 then it is alright because after all it is his money.

unlocking processor on that motherboard is a serious NO NO. but a faster processor will really help. even without unlocking this rig is lot better than Llano.
