You can consider the Nokia 520, it is at par with the 620 in almost all aspects, and should be around the 12k range.

In that price segment SL and One S are very good option, but if you can shell out 26k then you can grab One X 32GB version with manufacturer warranty for 26k which is being retailing at 33k everywhere.
