in 25K budget, AMD config is best. Here is my AMD suggestion:-

Athlon II X4 640 @ 4.1K
MSI 740GM-P25 @ 2.15K
Kingston 2 GB 1333 DDR3 MHz Value Ram @ 0.75K
Seagate 500 GB SATA @ 1.8K
Sapphire HD 5670 512 MB GDDR5 @ 4.3K
Zebronics Bijli w/o PSU @ 1K
LG 22X DVD R/W @ 0.8K
Corsair CX400 @ 2.3K
Dell IN2020M @ 6.2K
Keyboard & Mouse Combo @ 0.6K

Total 24K. UPS is not added in favor of Graphics card. Buy it if you wish.

The above config is just perfect.
For UPS you can opt for Zeb. 600VA at 1k. Total becomes 25k.

Adding a GPU like 5670[4.5k] or 6750[6k] or 6770[7k] will make sure you game at 1440*900 or 1680*1050p without any hiccups..

^Yep just thinking about his GPU upgrade, i felt GS600 is a safe option. As Vx450 is EOL & VX550 costs the same.

Since it is a budget config and I don't think OP is gonna add high end GPU any time sooner, I think a Tagan Stonerock 500W will make more sense. It is available @ 2.8K in most of the places, comes with 2 Yrs of warranty and is a 80+ Bronze unit. It can handle graphics card up to HD 6870 with ease.

Are Viewsonic displays OK? Previously, found some problems regarding them in this forum. Rest of the specs are good. 640 seems a tad expensive though. And a CX400 would be enough to drive that rig, and cheaper.

viesonic displays are ok! im using one it has been 4 years and it has served me well....
last year had some problems with display but sorted out by CC of viewsonic they are quite prompt....kept cx500w as an option so that future expansion would be hassle free..may be he'll add graphic card later...a medium one offcourse.
