CM Hyper 212 Evo @2.1k

I use same processor and this one is keeping Idle temp at 38 and load (Prime) at 52 deg which were earlier like your temps and VERY quiet. I cant hear its sound even if I keep side panel open.

and comes along with nice Thermal Paste also so no need to buy separate.

From your previous posts I guess you are having 955BE. Well I have same proccy. Check for TIM. I am using Arctic Silver 5 and CM Hyper EVO and proccy clocked at 3.5GHz. Temps are not crossing 40 in general use.

I think you mean Case fans.

3 are usually enough but check directivity as they should complement each other and not vice versa.

you really need a CPU cooler. those are quite high temperatures. also check if the heat-sink is properly seated. if you have 3 fans at-least 2 should be intake and 1 rear exhaust.

From those temps either your Heatsink is not fitted properly or your Thermal Paste is dried up or may be both.

I am using my system from almost 2 and half months.

If your budget is 3K then grab the Corsair A50 Direct Heatpipe Cooler at 2.7K from SMCINTERNATIONAL. It has real good performance and actually very close to Noctuara U12P.
