Go for Sony arc S will get for 19 grands. Sometimes single core cocked at higher frequency is better than dual core cocked at lower frequency.

Samsung Galaxy S Advance ? It might be available at 19k , decent dual core 4" with good support. Official upgrades are quite late but community support releases ROMs very quickly.
